Wage Protection (Mudad) and payroll compliance — who checks the books behind it?
Mudad's wage-protection file window tightened on 1 March 2025. Your payroll provider or HR system files the wage data; At Par processes payroll, reconciles it to the bank and reflects it correctly in your books, the same month it runs — with a qualified accountant (ACCA) accountable.
Included from SAR 1,900 a month. Not a separate payroll add-on fee.
The Wage Protection Program requires salary data to reach Mudad within a defined window, and HRSD cut that **file-submission window from 60 to 30 days, effective 1 March 2025**. At Par is not a WPS filing agent — your bank or HR/payroll system submits the file. What At Par does is process your payroll run, agree it to the bank, and make sure the books that sit behind it are correct and closed on time.
What this means for your books.
What changed with Wage Protection in 2025?
HRSD shortened the wage-protection file-submission window from 60 days to 30 days, effective 1 March 2025.
The Wage Protection Program (run through Mudad, under the Ministry of Human Resources and Social Development) applies to private-sector establishments generally — the final phase, covering the smallest establishments, was completed in 2020. From 1 March 2025, the window to submit wage data narrowed from 60 days to 30, which means a payroll error has materially less time to be found and corrected before it affects your compliance standing.

Does At Par file my Wage Protection data?
No — At Par is not a WPS filing agent. Your bank or HR/payroll system submits the wage file to Mudad.
Wage data reaches Mudad through your bank's payroll channel or your HR/payroll system, not through a general accounting provider. At Par processes your payroll run, agrees the net pay to what actually left the bank, and posts it correctly into the month it belongs to — so when compliance is checked, the books and the wage file tell the same story.
What happens if wage payments fall behind?
Non-compliance can affect access to ministry services, tied to your Nitaqat (Saudization) standing.
HRSD material confirms that sustained non-compliance can lead to restrictions on ministry services. The exact scoring detail isn't something At Par asserts a specific figure on — confirm your establishment's current standing directly through Mudad or Qiwa rather than relying on a third-party number, including this page.
Who is accountable for the payroll numbers in my books?
A qualified accountant (ACCA) is accountable for the books that reflect your payroll every month.
At Par prepares; you authorize and file. It never moves your money. Payroll is agreed to the bank, employer costs are recorded, and the month closes with payroll correctly reflected — not estimated, not caught up later. We do not provide audit or assurance services.
One payroll run. Agreed to the bank, recorded correctly.
Processed, agreed to the bank, recorded in the right month.
Agreed to the bank statement · evidence attached · append-only. At Par records it — your bank or payroll system files the wage data.
At Par prepares. Two checks agree. You authorize.
Two checks must agree before anything is recorded. Evidence on every figure. Append-only records. A qualified accountant (ACCA) is accountable. At Par is not a Wage Protection filing agent — your bank or payroll system submits that file. You authorize everything that moves money — At Par never moves it.
