Phase 1 e-invoicing has been mandatory since 4 December 2021 for all resident VAT taxpayers, and Phase 2 (Fatoora integration) is rolling out in waves that now reach businesses above SAR 187,500 turnover — so essentially every VAT-registered business reports invoices to ZATCA as they happen. What are the current Saudi VAT rates, thresholds and filing dates?
The standard rate is 15%, registration is mandatory at SAR 375,000 in taxable supplies, and returns are due the last day of the month after each period.
Filing is monthly if your annual taxable supplies exceed SAR 40,000,000, and quarterly otherwise. The return and the payment fall due together, on the last day of the month following the tax period.

What do late filing or mismatched numbers cost?
Penalties run from SAR 10,000 for late registration up to 25% of the tax due for late filing, plus 5% per month on unpaid tax.
Late registration carries a SAR 10,000 penalty. Late filing is charged at 5% to 25% of the tax due, and late payment adds 5% of the unpaid tax for each month it stays outstanding. A return that cannot be reconciled to your books is far more likely to draw a closer look, so a clean reconciliation directly reduces audit risk.
