Which ZATCA e-invoicing wave am I in?
Your wave is set by your yearly turnover — ZATCA works down from the largest businesses to the smallest.
ZATCA notifies each Phase 2 (Integration) wave at least six months ahead, in descending order of turnover. Wave 25, announced 24 July 2026, reaches every resident business with turnover above SAR 187,500 in any year from 2022 to 2025, with an integration deadline of 1 February 2027. If that is you and you are not yet integrated, this is the live deadline to plan for. Wave 24, for turnover above SAR 375,000, had a 30 June 2026 deadline that has already passed. The lowest band today is SAR 187,500, and ZATCA keeps rolling the waves downward, so treat the rollout as open-ended.

What is the difference between Phase 1 and Phase 2?
Phase 1 is about generating compliant invoices; Phase 2 connects you to ZATCA in real time.
Phase 1 (Generation) has been mandatory for all resident VAT taxpayers since 4 December 2021 — structured e-invoices with a QR code, and no more manual invoices. Phase 2 (Integration), enforceable since 1 January 2023, adds real-time clearance and reporting through the Fatoora platform and rolls out in waves by turnover. Most businesses already meet Phase 1; the open question now is which Phase 2 wave applies to you.

Does At Par issue my ZATCA invoices?

A qualified accountant (ACCA) is accountable for the closed books that sit behind your cleared invoices.
