Where does Qatar e-invoicing stand today?

At the draft stage. There is no e-invoicing obligation in Qatar as of today.

Qatar’s Council of Ministers approved a draft e-invoicing law and its executive regulations on 6 May 2026. It still has to pass the Shura Council, receive assent, and be published before it becomes law. Until then, no business is required to issue cleared or reported e-invoices. A pilot involving a group of large entities has been reported.

What will it likely look like?

A clearance model similar to Saudi Arabia and the UAE is expected, but nothing is confirmed.

Advisers expect a clearance or continuous-reporting model, phased by business size, likely covering business-to-business and business-to-government invoices — but Qatar has not published thresholds, phase dates or scope.
